Why didn’t ref stop the clock?

Why didn’t

The Champions Cup final was as exciting as we expected, but the decision not to stop the clock in extra-time, while reviewing Josh van der Flier’s try, was to my mind a gift to Toulouse, because it took three minutes to decide the outcome.

Three minutes is a long time in rugby, a lot can happen. A converted try or a penalty conversion could have brought Leinster back into the game.
