How can clubs keep fans safe at lower levels?

I MISSmy live rugby and the time I typically spend at my club as much as anyone, but suggestions in last week’s TRP that National League rugby might restart as planned in September give me considerable pause for thought.
Granted, the focus of the piece on Pages 1 and 4 is on possibilities for allowing limited numbers of spectators to attend, but even in this regard, it needs to be recognised that by no means all Level 3 and 4 clubs are as fortunate as Plymouth in having a stadium that might allow them to control attendances, such that 1,500 spectators could safely be there.
