His reasoning that the gap is getting wider between tiers is precisely the reason it should be avoided. For some years a type of ring-fencing has effectively been in operation anyway.
Initially teams didn’t have it confirmed they would be promoted until most of the better signings had been made by the other Premiership clubs.
