Give full penalties for crooked feeds

THE rule regarding crooked scrum feeds is very clear: the scrumhalves’ shoulders should be parallel to the scrum, he should stand midway between the front rows, he should put the ball in quickly straight down the middle of the tunnel, etc.
The sanction for not complying with the rule is presently a free kick awarded against the offending scrumhalf.
Surely, the simplest way to stop this blatant cheating by the scrum-half, is to award a full penalty against him.
Referees who continually allow this obvious rule breaking should be heavily sanctioned by their governing body.
