Is it time to bring in a portable darts oche for hookers?

HOOKERS failing to hook is a long-standing problem in the game but my gripe is that hookers are now not just standing on the touchline when they throw in a lineout, some have both feet actually in play.
I use Tommy Taylor as an example, whose throw resulted in Wasps scoring a try just before half-time in the Premiership final.
I was watching at Twickenham, in line with the touchline. There simply is no excuse for this. It is cheating. If the touch judge cannot see this infringement then he is incompetent. If he does see it and decides not to take action then he is disregarding a simple law ...
