WORLD Rugby are to consider reducing the number of substitutes per game in an attempt to tackle the escalating injury toll.
The governing body have put the issue on their New Year agenda following a call from WRU chairman Gareth Davies urging the game to take action aimed at curbing the obsession with power and size.
