Jersey Reds chairman Mark Morgan has called for a complete refocus so rugby can move away from a culture of debt and prioritise England’s player pathway development.
Morgan feels the RFU and other governing bodies seem incapable of making the huge structural changes needed so England can be successful.
He argues that “the sport is not thriving at any level”, and more clubs could follow Wasps and Worcester into abyss rather than help underpin the national side.
