ROB Baxter believes that promotion and relegation has to become a feature of the Premiership again even if the size of the top flight is reduced to 10 clubs.
The collapse of Worcester and Wasps this season means there are 11 clubs in the Premiership. Discussions are being held over how many should be involved in the future with Exeter’s director of rugby Baxter among those who believe 10 would be the ideal number to allow the league programme to be played outside international windows.
