Ulster led until the 77th minute but were left heartbroken after Jordan Hendrikse kicked a penalty to steal the win.
Defeat leaves Ulster in 12th place in the table three points adrift of the play-off places.
It started so well at Ravenhill when Jack Murphy touched down inside 10 minutes following great work Jacob Stockdale, who powered past black shirt after black shirt before he was hauled down just short of the line.
Three minutes later the lead had doubled.
