FRANCE have emerged as early favourites in their three horse race with Ireland and South Africa to host the 2023 World Cup. This is mainly because the French bid is expected to promise to deliver £20m over and above the bid staging fee of £120m that all the prospective hosts have to meet.
The three nations will present their bids to the World Rugby Council in London on Monday, with the bid committee scheduled to make their recommendations to the 39 voting bodies on October 31.
