Paul Rees is pleased to see World Rugby introduce three changes which will help grow the global game

World Rugby is often accused of taking a long time over doing very little, but it announced three decisions last week in what may amount to a quiet revolution.
The draw for the next World Cup will be made less than two years before the start of the event, rather than three, a new biennial global tournament will replace the summer and autumn tours and there will be four additional teams in the World Cup from 2027, taking the number to 24.
