WORLD Rugby rarely receives a trickle of praise, let alone a torrent. It is a repository for blame and invective, never mind that it is run by its members, or at least the better heeled ones.
But thanks to the governing body, there is at last a World Cup, at the 10th attempt, at which some of the non-championship nations are competing on not too far from level terms with the old order.
