Too few actually want to be promoted

Iain Sharpe makes some excellent points (Letters, Jan 7) in taking issue with views on the RFU’s second-tier revamp expressed in this column at the back end of December.
His criticism of the Premiership’s minimum standards criteria is perfectly fair and there are good reasons to think that the top league’s self-serving shareholding arrangements and built-in funding imbalances are a barrier to progress.
