RPA chief Christian Day says collapsed clubs should pay debts to players before being returning to the top tiers of the league structure.
Wasps, Worcester and London Irish were Premiership outfits who have gone bust leaving a trail of debt. Jersey Reds from the second tier also went to the wall.
Players were left out of pocket and forced to find other employment.
Now, the RFU are keen to get the clubs involved again – if they are financially viable.
