Make every head contact a red card

OCCASIONALLY the TMO makes the right decision. In the England v Argentina game (third place play-off), he very nearly cost England the game. An Argentine pass (which, to most viewers, TV pundits included) was manifestly forward. This was considered by the TMO to be legal.
The blasé attitude of the TMOs in all games, not just the RWC, is infuriating. The lack of continuity in the decision making is too open to interpretation, and would be laughable if it wasn’t so important to the outcome of the game.
