Baxter calls for overhaul on loans

Rob Baxter believes an overhaul of the loan system would raise standards and interest in the Championship.
Both the Rugby Football Union and Premiership Rugby have said they want to make English rugby’s second tier a meaningful route to the Premiership, although neither has yet come up with a plan.
The agreement between Premiership Rugby and the RFU over the release of players for international rugby ends next year and a new one may be significantly different in a number of areas.
