THERE has been much mention recently of having 24 teams in the Rugby World Cup Finals in the coming years – perhaps as soon as 2023 – and I’m keeping an open mind on that.
It would be very high risk but I can see the thinking. It might possibly provide the kick start and exposure that some nascent or developing rugby nations need to aim for the next level. It could also be a complete disaster.
